Chester 2024 to 2031 Capital Improvements Programs (CIP)

The public hearing to adopt the updated CIP is scheduled for March 13, 2024.

The Board is in the process of updating the Town’s 2024-2031 CIP.  Below are the links to the current and previously adopted versions.  Please note the CIP is intended as a financial planning tool and guide for Town Department Heads, the Board of Selectmen and the Budget Committee.  The different projects and cost amounts in the CIP can be amended, re-prioritized, or even tabled at future public hearings.  The CIP is updated annually at public hearings just prior to “Town Budget Season.”

The general CIP process is as follows:  The CIP is updated by the Planning Board at a series of duly noticed meetings, and then adopted at a duly noticed public hearing.  The Department Heads, Selectmen, Budget Committee and Planning Board members provide their feed back at these meetings.  There is review process to separate out the projects that are "needs" versus "wants".  Alternate funding sources to taxation are explored.  Once adopted, the CIP is then forwarded to the Selectmen and Budget Committee along with a draft CIP Funding & Spending Forecast to be used to create the CIP funding and spending warrant articles for the Annual Town Meeting.  Then at Town Meeting, the Legislative Body (the Voters/Taxpayers) decide which CIP projects they want funded.
